FIMABIS receives the “Human Resources Excellence in Research” award granted by the European Commission, which recognizes good practices in the Recruitment and Development of the Professional Career in Research (18.07.2017)

LOGO HRS4RThe award reflects the Institution’s commitment to continuously improve its Human Resource policy to achieve fair and transparent recruitment and to provide with a stimulating and favourable work environment for development of the research career.

The European Commission has awarded the Andalusian Public Foundation for Health and Biomedicine Research in Málaga (FIMABIS) the “Human Resources Excellence in Research” award, welcoming its Action Plan 2016-2020 to implement the “Human Resources Strategy for Researchers-HRS4R” at the Institution.

This accreditation recognizes the efforts of Research Institutions and Research Funding bodies to implement good practices in the recruitment and career promotion of researchers and technical and support staff and to promote a stimulating work environment. This recognition applies both to the Málaga Health Research Institute, IBIMA and to the Health Research Centers not affiliated to IBIMA.

This recognition rewards the care taken in aligning the Institution’s Human Resource practices with those of the European Charter for Researchers and the Code of Conduct for Recruitment of Researchers principles published in 2005 by the European Commission, to which both, FIMABIS and IBIMA, adhered by sending their respective Declaration of Commitment, in 2016.

The European Charter for Researchers addresses the roles, responsibilities and entitlements of researchers, their employers and their funders. It aims at ensuring that the relationship between these parties contributes to successful performance in the generation, transfer and sharing of knowledge, and to the career development of researchers.

The Code of Conduct for the Recruitment of Researchers aims to improve recruitment, to make selection procedures fairer and more transparent.

Therefore, the “HR Excellence in Research” award certifies that FIMABIS complies with the general principles of the Charter and the Code.

FIMABIS took the first step to promote the development of a Human Resources Strategy aligned with the principles set out in the Charter and the Code with its Declaration of Commitment. A working group was generated to perform a comprehensive internal analysis integrating the information received from the researchers and technical and support staff through a survey sent to approximately 900 professionals. As a result of this analysis, target topics were identified and several actions were proposed to ensure continuous improvement and they were structured in an Action Plan 2016-2020 to foster a Human Resources Strategy of excellence.

Several informative sessions are currently being held in order to ensure that all personnel in the field of Health and Biomedical Research in the province of Málaga are acquainted with the Charter and the Code principles, that they are aware of the different topics currently being tackled within the Strategy such as the Strategic Equality Plan or the Career Development Plan.

A HRS4S suggestion and complaints mailbox has been made available to collect the observations and suggestions anonymously made by any of the IBIMA or FIMABIS members (researchers in any career stage, technicians, auxiliary personnel, managers, support and management personnel ) on the HRS4R Strategy.

To make use of this mailbox, the mandatory fields of the form must be completed. These data are necessary to analyze its operability (effectiveness) by analyzing the data in an aggregated manner.

Those responsible for the mailbox, from the Human Resources and Research Support Services will be aware of the suggestions or complaints, will proceed with their analysis and will provide a potential action on the matter as appropriate.

The Institution commitment to establish a global and coherent Human Resources Strategy and to implement better internal practices will increase the visibility of the Institution internationally and it will help to capture and to retain talent by providing researchers, technical and support staff with a guarantee. In addition, this commitment will strengthen FIMABIS’s position in the search for competitive funds, not only in Europe (because this commitment will be valued by the European funding calls in the immediate future), but also nationally, where it will be a valuable condition.

FIMABIS is the first Public Health Institution in Andalusia to receive this award which rewards its commitment to continuous improvement of the policies and procedures and to fair recruitment practices, seeking attractive opportunities for the research career.
